Why it was refused

  1. The proposed dormer extension, by reason of its siting, mass and bulk, would be an incongruous addition to the roof would result in harm to the significance of a heritage asset and conservation area contrary to policy HE5 c of the National Planning Policy Framework (2026), Policy D3 and HC1 of the London Plan (2021) and Policies SP4.1, DM18 and DM10 of the Croydon Local Plan (2018).
  2. The proposed development, by reason of its failure to provide adequate ceiling heights for the proposed loft accommodation and failure to provide good quality private amenity space, would result in a substandard quality of accommodation for the future occupiers, contrary to Policy D6 of the London Plan (2021), Policy DM10 of the Croydon Local Plan (2018), and London Plan Housing Supplementary Planning Documents (2019 and 2016).
  3. The proposed development by reason of its use of the shared outdoor space for extra amenity space, bins and bike storage would result in loss of amenity space to the existing 8 flats 78 A to H contrary to policy DM10 of the Croydon Local Plan (2018).
  4. It has not been demonstrated that the proposed cycle and refuse storage can be accommodated in the rear yard due to the constraints of the site and the use by other residents. The proposal fails to comply with policy T5 of the London Plan (2021) and policies DM13, DM16, DM29 and DM30 of the Croydon Local Plan (2018).
