Planning Decision

Decision
Permission Refused

Why it was refused

  1. The proposed change of use from a single dwelling to a small House in Multiple Occupation (HMO) would result in the loss of a three-bedroom home, as originally built, for which there is an identified need in the borough, contrary to Policies SP2 and DM1 of the Croydon Local Plan (2018).
  2. The proposed car parking layout would be impractical and unsafe and would therefore be detrimental to pedestrian and highway safety, contrary to Policies DM29 and DM30 of the Croydon Local Plan (2018) and Policy T4 of the London Plan (2021).
  3. In the absence of a completed legal agreement to secure the development as car-free by restricting future occupiers from obtaining parking permits within the Controlled Parking Zone, and to secure measures to mitigate the impacts of the development as a consequence of demands created by the proposed development, the proposal would fail to mitigate harmful impacts and is likely to harm the safety and efficiency of the highway network and would be unacceptable in planning terms. The proposal is therefore contrary to Policies T6 and T6.1 of the London Plan (2021) and Policies SP8, DM29, and DM30 of the Croydon Local Plan (2018).
