Non-material amendment to planning consent 0/46977 (Proposed residential development for 107 no. residential dwellings (of which up to 30% will be affordable), public open space, landscaping, means of highway and pedestrian access, local highway and pedestrian infrastructure improvements): (1) To amend the wording of Condition 15 to refer to the construction works on drawing number CH02-MF-OTP Revision B. To require the completion of the approved highway improvement works and the permanently closure of the existing A470 and Top Llan Road Junction, prior to the first occupation of the 50th dwellinghouse in this development, or the completion of the development whichever is the sooner. (2) To amend the wording of Condition 16 to refer to the construction of the S278 carriageway onto the A470, the proposed S278 footway/cycleway and highway verge along the A470 carriageway and the internal works shown on drawing number CH02-MF-OTP Revision B. The roads and footways within phase 1 of the development as shown on the drawing number BA2189/PL/012 Revision A shall be completed with the surface course in accordance with the approved details prior to the permanent closure of the existing A470 and Top Llan Road junction to motor vehicles. The roads and footway to each dwellinghouse shall be completed in accordance with the approved details to no less than the binder course before the first occupation of that dwellinghouse in the associated phase, and shall be completed with the surface course within 6 months from the date of the occupation of the last dwellinghouse in the same phase, or within 4 years of the commencement of the development, whichever is the sooner, unless an alternative time frame has been submitted to and approved in writing by the local planning authority.
