Building works/operations that comprise the removal and replacement of the external HPL cladding and EPS render system with Rockpanel panels and K Systems silicone rendered mineral fibre insulation on all elevations on the southern section of the building fall within the categories of work that do not constitute development as set out in Section 55(2) of the Town and Country Planning Act 1990 therefore do not require planning permission and are lawful.
