Why it was refused
- The existing timber sash windows comprise historic fabric which contributes positively to the special architectural and historic interest and significance of the Grade II listed building. The proposed works would result in the unjustified loss of historic fabric and the introduction of replacement windows of differing detailing and incorporating double-glazed units, to the detriment of the character and significance of the listed building. Insufficient evidence has been provided to establish the significance and condition of the individual windows and to demonstrate, on a window-by-window basis, whether repair, partial renewal or complete replacement is necessary. It has therefore not been demonstrated that wholesale replacement represents the minimum level of intervention necessary, that the identified harm has been avoided or minimised, or that clear and convincing justification exists for that harm. Whilst improved thermal performance would provide some public benefit, it has not been demonstrated that this could not be achieved through less harmful measures which better retain the historic fabric and significance of the listed building. The proposal would therefore fail to respond positively to local distinctiveness and respect and enhance the character of the building as required by Policy DS4 of the Charnwood Local Plan and Q14(e) of the Queniborough Neighbourhood Plan, and would fail to respond appropriately to its history, character and architectural features as required by Policy DP3 of the NPPF. It would fail to protect the heritage asset and sensitively retrofit energy efficiency measures as required by Policy EV8 of the DEC_LBC Charnwood Local Plan. The identified harm has not been avoided or minimised or provided with clear and convincing justification, contrary to Policy HE4 of the NPPF, whilst the submitted information is insufficient to establish the significance, condition and appropriate level of intervention to the individual windows as required by Policy HE5 of the NPPF as well as the statutory requirements as set out in sections 66 of the Planning (Listed Buildings & Conservation Areas) Act 1990.
