Why it was refused
- The proposed replacement windows, by reason of their differing design and detailing and the incorporation of double-glazed units, would result in an unsympathetic alteration to the established traditional fenestration of the property. The existing fenestration contributes positively to the architectural character of The Grange and reflects the traditional timber window characteristics identified within the Queniborough Conservation Area Character Appraisal. The proposal would therefore detract from the character and appearance of the property and fail to preserve or enhance the character and appearance of the Queniborough Conservation Area. The proposal would fail to respond positively to local distinctiveness and to respect and enhance the character of the area, contrary to Policy DS4 of the Charnwood Local Plan, and would fail to respond appropriately to the established architectural features and context of the property, contrary to Policy DP3 of the National Planning Policy Framework. The proposal would also fail to reflect the distinctive and traditional character of Queniborough, contrary to Policy Q14 (e) of the Queniborough Neighbourhood Plan. DEC_STANDARD_BU Whilst some public benefit would arise from improved thermal efficiency, the proposal has not demonstrated that the identified heritage harm has been avoided or minimised or that the energy efficiency improvements could not be achieved through less harmful measures. The proposal would therefore fail to sensitively retrofit energy efficiency measures whilst protecting the heritage assets, contrary to Policy EV8 of the Charnwood Local Plan, and clear and convincing justification for the identified harm has not been provided, contrary to Policy HE4 of the National Planning Policy Framework. Furthermore, the submitted information does not satisfactorily establish the effects upon the significance of the affected heritage assets or demonstrate that the proposed level of intervention is necessary, contrary to Policy HE5 of the NPPF as well as the statutory requirements as set out in sections 66 of the Planning (Listed Buildings & Conservation Areas) Act 1990.
