TG1 - Hawtorn, Plum and Lilac - fell The tree falls within the grounds of 2 The Chase, which is within the South Whitstable Conservation Area. RELEVANT PLANNING HISTORY TRE/18/00370 - Eucalyptus (T1) - fell. PROPOSED DEVELOPMENT A Section 211 notice under the Town and Country Planning Act 1990 has been submitted to the Council, regarding works to tree(s) on the site. The description of the works include: Fell a Willow tree to the side of the property. CONSULTATIONS CCC Trees: No objection REPRESENTATIONS No representations received. DEVELOPMENT PLAN POLICIES Canterbury District Local Plan 2017 LB10 - Development to be designed to retain important trees, hedgerows and woodland. HE6 - Development proposals to preserve or enhance the setting of conservation areas. ASSESSMENT The main considerations in the assessment are the amenity value of the tree(s) subject of this notification and the impact of the works to the character and appearance of the conservation area. Policy LB10 of the adopted Local Plan 2017 states that the City Council will refuse planning permission for proposals that would threaten the future retention of trees, hedgerows, woodland or other landscape features of importance to a sites character, an areas amenity or the movement of wildlife. Policy HE6 states that works within conservation areas should preserve or enhance their character or appearance. This accords with Sections 15 and 16 of the NPPF. The tree is located to the rear of the property, which is located towards the end of a private road. The property backs on to Vulcan Close. However, the willow is located to the side of the property and is mostly hidden from public view by vegetation. It is considered that the tree provides little amenity value to street scene, and does not significantly contribute to the character and appearance of the conservation area. As such, it is considered a reasonable request to fell the tree. fell.
