While reducing the tree could stabilize the tree the resulting tree is going to look pretty awful and therefore not have significant amenity value. The tree should therefore be removed. The reduction or removal of T2 would leave T1 exposed, and T1 would therefore need works to reduce the risk to an acceptable level. Unfortunately as all the limbs on T1 are at the top reducing the tree is not viable so believe it should also be removed.
