Why it was refused

  1. The proposal would have an unacceptable design. More specifically, given its excessive bulk and massing, the proposed building would dominate this rear plot, eroding the sense of openness that the site currently benefits from as well as the spacious character of the immediate locality in general. The proposal would therefore fail to comply with policies BD1 and DMP1 of the Brent Local Plan.
  2. The proposal is unacceptable in highways terms. More specifically, given its inadequate width and gradient, the proposed access to the rear of the site would fail to ensure safe pedestrian or cyclist access to this rear part of the site, particularly for persons with mobility issues. The proposal would therefore fail to comply with policy T2D of the London Plan.
  3. The application is unacceptable in terms of fire safety. More specifically, the submitted reasonable exception statement does not sufficiently address adequate fire safety measures when considering the awkward layout of the site and proximity of fire escape via the existing building and when also considering the specific provisions needed for users with mobility issues. Therefore, it has not been demonstrated that proposal has been designed to be fire safe and the application fails to comply with policy D12a of the London Plan.
