Planning Decision
Why it was refused
- The proposed House in Multiple Occupation (HMO) would fail to provide an acceptable standard of accommodation for future occupiers. In particular, the first-floor front bedroom on the right side would fail to meet the minimum space standards, and the proposal would provide insufficient communal internal living space, and inadequate information has been submitted to demonstrate that the bedrooms could accommodate the furniture, storage and home-working facilities required by Brent's Houses in Multiple Occupation Supplementary Planning Document (SPD). Furthermore, the second-floor front bedroom would provide a poor level of outlook. The proposal would therefore result in substandard living conditions for future occupiers, contrary to Policies DMP1 and BH7 of the Brent Local Plan (2019–2041) and the guidance contained within Brent's Houses in Multiple Occupation Supplementary Planning Document.
- In the absence of a comprehensive HMO Management Plan, the Local Planning Authority is not satisfied that the proposal would provide a satisfactory standard of accommodation for future occupiers or avoid adverse impacts on neighbouring occupiers arising from the intensified use of the site. The proposal is therefore contrary to Policy BH7 of the Brent Local Plan (2019–2041) and the Brent Houses in Multiple Occupation Supplementary Planning Document (2022).
- The proposal fails to provide sufficient and policy-compliant cycle parking facilities for future occupiers of the House in Multiple Occupation. As a result, the development would fail to adequately support and encourage the use of sustainable modes of transport and would be likely to increase reliance on less sustainable forms of travel. The proposal is therefore contrary to Policy T5 of the London Plan (2021) and the provisions of Brent's Houses in Multiple Occupation Supplementary Planning Document (2022).
- In the absence of submissions addressing fire safety, the proposed development would not demonstrably address the need for fire risk mitigation. The proposal is therefore unacceptable and contrary to the requirements of Policy D12 of the London Plan (2021).
