Planning Decision

Why it was refused

  1. The proposal, by reason of insufficient internal communal amenity space, inadequate kitchen facilities, and insufficient privacy to the ground floor bedrooms, would result in a poor standard of accommodation for future occupiers, contrary to Policies DMP1 and BH7 of the Brent Local Plan (2019–2041) and Brent’s Houses in Multiple Occupation Supplementary Planning Document (2022).
  2. No evidence has been submitted to demonstrate that there is a specific need for the proposed HMO arrangement, thus resulting in a loss of a family sized dwelling (3+ beds) for which there is a significant need and the existing family dwelling would be replaced by an HMO with poor quality accommodation for future occupiers, contrary to Policies DMP1 and BH7 of the Brent Local Plan (2019-2041).
  3. The proposal, by reason of the retention of on-site car parking, lack of appropriate boundary treatment, and insufficient provision of soft landscaping within the front forecourt, would result in harm to highway safety, visual amenity, and fail to achieve a policy-compliant car-free development, contrary to policies DMP1 and BT2 of the Brent Local Plan (2019–2041), Brent’s Houses in Multiple Occupation Supplementary Planning Document (2022), and Brent’s Vehicle Crossover Policy.
  4. In the absence of sufficient details submitted, the Local Planning Authority is unable to confirm compliance with the mandatory BNG requirements of Schedule 7A of the Town and Country Planning Act 1990 and associated regulations.
