Why it was refused

  1. The proposed development, by reason of its inefficient internal layout arrangement and poorly balanced distribution of accommodation and private amenity space, fails to optimise the potential of a small site and delivers a qualitatively poor form of family housing, contrary to London Plan (2021) Policies D3 and H2 and Brent Local Plan (2019–2041) Policy BH4.
  2. The proposed development fails to provide external amenity space of an appropriate quality, quantity and accessibility, by reason of an inadequately sized and poorly accessible roof terrace serving the family sized unit and the lack of direct, functional access to the rear garden for the ground floor flat, resulting in unacceptable living conditions for future occupiers, contrary to London Plan (2021) Policy D6, Brent Local Plan (2019–2041) Policy BH13, and the Council’s Residential Amenity Space and Place Quality SPD (2024).
