Why it was refused
- By virtue of its size, siting and design the proposed telecommunications equipment would be exposed and prominent in the street scene to the detriment of visual amenity and materially harm the character and appearance of the area. As such the proposal would be contrary to Policy PG3 of the Birmingham Development Plan, Policies DM2 and DM16 of the Development Management in Birmingham Development Plan Document, Design Principle 24 of the Birmingham Design Guide, and the National Planning Policy Framework.
- The proposed telecommunications equipment would cause less than substantial harm to the significance of the adjacent Grade II Listed Building, known as Woodlands, which forms part of the Royal Orthopaedic Hospital by virtue of its siting, appearance, size and design. In addition, the proposal would fail to preserve or enhance the setting of this listed building and the public benefits of the proposal are not considered sufficient to outweigh the identified harm to this heritage asset. As such the proposal would be contrary to Policies PG3 and TP12 of the Birmingham Development Plan, Policies DM2 and DM16 of the Development Management in Birmingham Development Plan Document, Design Principle 24 of the Birmingham Design Guide, and the National Planning Policy Framework.
