Why it was refused

  1. The proposed development would result in two obtrusive and dominating structures which are significantly larger than the existing bungalow on site. The proposed dwellings would have a towering and overbearing effect on opposing properties on Quarrydale Road and the inclusion of windows on the first and second floor would also result in the significant loss of privacy to the occupiers, to the significant detriment of their amenity. The proposed development would therefore conflict with Policies ST1 and HG5 of the ALPR (2002), SD3 of the EALP (2023-2040), Policy DP3 of the NPPF (2026) and the Residential Design Guide SPD (2014).
  2. The proposal has not been able to adequately demonstrate that sufficient off-street parking can be achieved for the dwellings and that vehicles could manoeuvre easily and efficiently within the site and therefore it cannot be assured that the development would not result in the displacement of vehicles parked on the highway. Furthermore, it has not been demonstrated that adequate vehicle and pedestrian visibility splays can be achieved, to the detriment of both highway safety. The proposal is therefore contrary to Policies ST1 and HG5 of the ALPR (2002), SD11 of the EALP (2023-2040), Policy TR6 of the NPPF (2026), The Residential Car Parking Standards SPD (2014) and the Nottinghamshire Highway Design Guide.
