Flat Roof Extension: Planning Rules and Design Guide

Flat roof extensions are the default choice for most single storey rear and side extensions. They are simpler to build, cheaper than pitched roofs, and allow you to maximise the internal ceiling height within permitted development limits. Here is what you need to know about the planning rules.
Permitted Development Rules for Flat Roofs
Under permitted development, a single storey extension with a flat roof must comply with these height limits:
- Maximum overall height: 4 metres (measured from ground level to the highest point of the roof)
- Maximum eaves height: 3 metres if within 2 metres of a boundary
- The eaves height must not exceed the eaves height of the original house
Because a flat roof has no pitch, the "overall height" and "eaves height" are effectively the same measurement (plus any parapet). This means a flat roof extension within 2 metres of a boundary has a maximum height of 3 metres - giving an internal ceiling height of approximately 2.4-2.6 metres after allowing for the roof build-up and floor.

Modern Flat Roof Materials
Modern flat roofs are far more reliable than the old felt-and-bitumen roofs that gave flat roofs a bad reputation. The main options are:
- EPDM rubber membrane - the most popular choice. Single-piece membrane with no joints, 25-30 year lifespan, relatively affordable
- GRP (fibreglass) - seamless, extremely durable, 30+ year lifespan, more expensive than EPDM
- Single-ply membrane (TPO/PVC) - commercial-grade, very long-lasting, heat-welded joints
- Green roof - sedum or wildflower planting over a waterproof membrane. Excellent for biodiversity and drainage, but heavier and more expensive
Drainage
"Flat" roofs are never truly flat - they must have a slight fall (minimum 1:80, ideally 1:40) to direct water towards gutters or a drainage outlet. Poor drainage is the number one cause of flat roof failures. Your architect or builder should design the falls carefully and specify adequate drainage capacity.
Insulation
Flat roof extensions must meet current building regulations for thermal performance. The required U-value for a flat roof is 0.18 W/m2K or better, which typically means 100-150mm of rigid insulation board (PIR/PUR) above the roof deck.
There are two main insulation approaches:
- Warm roof (recommended) - insulation sits above the roof deck, below the waterproof membrane. This keeps the entire structure warm and avoids condensation
- Cold roof - insulation sits between the joists, with ventilation above. Cheaper but more prone to condensation problems. Generally not recommended for new builds
Planning Permission in Conservation Areas
In conservation areas, flat roof extensions on the side of a property are not permitted under PD and will need planning permission. Councils in conservation areas often prefer pitched roofs that match the character of the original building. A flat roof at the rear is usually acceptable if it is not visible from the street.
When to Choose a Flat Roof
A flat roof is the right choice when:
- You want to maximise internal ceiling height within the 3-4m PD limit
- You are building a contemporary-style extension
- You want to install large rooflights for natural light
- Budget is a priority
- You are building a side return or narrow extension where a pitched roof would look awkward
