The tree is suffering from ash dieback and is producing large amounts of deadwood. I would recommend a fairly heavy crown reduction of the upper crown. Reducing the height by 6-7m and the lateral crown spread by around 3m to blend into the upper crown. This will help retain the tree and hopefully promote new growth.
